The handover ceremony took place on Monday, February 20, 2023, at the place d’armes of the 34th Military Engineering Regiment. The event was chaired by the Chief of the General Staff of the Armed Forces, Major General Oumar DIARRA in the presence of several military leaders.
Brigadier General Bougouri Diatigui DIARRA, outgoing director, said in his speech that his thoughts and sorrows are great for the comrades-in-arms fallen on the field of honor and the wounded registered during his time. at the head of the Directorate of Military Engineering (DGM). He therefore underlined that during his command, the Military Engineering lost 33 men in operation and 13 in organic.
The outgoing Director highlighted some remarkable points from the balance sheet of his time in command. As soon as he took office on September 16, 2020, he implemented Decree No. 2016 001 PRM of January 15, 2016 setting the conditions and procedures for granting travel and mission allowances, thus making it possible to revalue the expenses staff travel from 4,000 CFA francs to 20,000 CFA francs.
”From the beginning of the rise of the FAMa to today, the DGM has made remarkable progress in terms of personnel development and in terms of the acquisition of equipment, which has enabled military engineering to be in a very satisfactory operational state and to achieve very good results in the theater of operations,” he added. The 112.5% increase in the number of EOD and IE teams deployed in the field, the finalization of the proofreading of the Military Engineering texts which enabled the creation of 3 regiments in Bamako, Bapho and Gao and 5 detachments in Kayes, Sikasso, Sevaré, Timbuktu and Kidal.
General DIARRA congratulated his successor for his well-deserved appointment, known for his hard work, and thanked the highest political and military authorities for the confidence placed in him. ”I leave this position with a feeling of pride and accomplishment” hammered the outgoing director.
The new Director of Military Engineering was invested in his new functions by the Chief of the General Staff of the Armed Forces in these terms: ”Officers, non-commissioned officers and non-commissioned soldiers of the Directorate of Military Engineering, on behalf of the President of the transition, Head of State, Supreme Head of the Armed Forces, you will now recognize Colonel Major Faraban SANGARE as your new Chief, you will obey him in everything he orders for the good of the service, the execution of military regulations, the ‘observance of the laws and the success of the Weapons of Mali”.
The brand new Director of Military Engineering, Colonel-Major Faraban SANGARE thanked the military hierarchy for the trust placed in his modest person to lead the Military Engineering. He took the opportunity to salute the achievements made by his predecessor, in terms of human resources and capacity building to meet the challenges.
Given the current security situation of the moment, and to meet the expectations of the other Armies and the population, Colonel Major Faraban SANGARE declared that his first actions will be part of the continuation of the consolidation of the achievements of his predecessor. Because, he says, military engineering is both a weapon and a service, this duality must contribute in a context of insecurity to the opening up and the effort of economic and social development of the country.
The ceremony ended with a review of the troops by the newly appointed Director of Military Engineering, a military parade and a cocktail party.
